Dr Padmini Howpage


Psychiatrist and Psycho-geriatrician (Dr Howpage speaks Sinhalees)

Dr Howpage has wealth of clinical experience in all mental health issues/disorders and demonstrated ability to work with all age groups. She has a special interest in community based prevention programs and works tirelessly against the stigma attached to mental illness. Dr Howpage founded the Hills Mental health Inter Agency network group in the Hills shire. She has established Positive Vibes Foundation, an ACNC registered charity organisation with the aim of community education and early intervention. She is proactive in reducing the burden related to mental illness for the individual, family and community. At Mind Connections, she leads an expert team of professionals who strive for excellence. Together, the team deliver evidence-based multidisciplinary care.

“I am in a privileged position to hear the distressing stories of my patients. It is very important to me that they achieve optimum recovery. The sharing and caring nature of our professional team allows us to provide quality mental health programs for our patients, and for our community. Our strength is our networking ability with GPs, other mental health services, the residential aged care services and NGOs.”

She has many other roles as the Clinical Director at the Windsor Rd Clinic, The Hills Private Hospital, Staff Specialist at Macquarie Hospital and is also a VMO Psychiatrist in Wagga Wagga, Greater Southern Area Mental Health Service. She is a conjoint lecturer at the Faculty of Medicine, Western Sydney University. She takes great pleasure in training the doctors of tomorrow.

 Dr Jaspreet Singh


Consultant Psychiatrist (Dr Singh speaks Hindi and Panjabi)

Dr Jaspreet Singh is an experienced and evidence base driven Psychiatrist and he sees patients from early adolescent age group. He is a member of the AHPRA and a fellow of the RANZCP and has worked as a consultant psychiatrist at various public hospitals both in regional and metropolitan NSW as well as Queensland.

Following MBBS, his passion drove him to take up psychiatry training in the internationally renowned Post Graduate Institutes of Medical Education and Research in Chandigarh, India, where he completed his initial training and conducted clinically relevant research.

“I believe in comprehensive psychosocial assessment and management of patients with mental health issues. My areas of interest include affective as well as psychotic disorders in particular complicated presentations of Bipolar disorder, PTSD as well as dual diagnosis presentations including addiction to substances.”

He was awarded the World Psychiatric Association- Young scientist award and later, sponsored membership of the International Society of Bipolar disorders for his critical research on Dual diagnosis in Bipolar disorder.

He has developed and maintained a special interest in Bipolar disorders, ADHD and the overlap of personality and mental illness especially Borderline personality as well as Post Traumatic Stress Disorder. Substance abuse is common across all these leading to a dual diagnosis presentation.

In addition, he is also experienced in preparing medicolegal reports for patients and work cover related consultations.

In addition to clinical work, Dr Singh also has a special interest in teaching and education and conducted workshops and mentored junior and senior registrars preparing for RANZCP exams

Dr Singh is available for outpatient consultations at Bella Vista and Carlingford and has admitting rights to the Windsor Rd Clinic at the Baulkham Hills private Hospital, and Norwest Private Hospital. He is fluent in Hindi and Panjabi languages.


He is available for urgent and non urgent consultations and assistance to GPs from Tuesday to Saturday from 9 am till 5 pm.

 Dr Sajeeva Jayalath


Consultant Psychiatrist (Dr Jayalath speaks Sinhaleese)

Dr Jayalath trained is a psychiatrist in St Mary’s and Charing Cross Hospital in London. He has worked as a Consultant Psychiatrist in the United Kingdom (UK) and in Australia since 2006.

He has won four clinical excellence awards in the UK and was a finalist for the national award for development of innovative clinical services in the UK in 2011.

“My special interests are in the areas of mood, anxiety disorders and medically unexplained symptoms. I also have experience in treating patients with wide range of conditions including ADHD, Drug and Alcohol Problems and Personality Disorders. I am trained both in cognitive behaviour therapy and psychodynamic psychotherapy.”

Dr Jayalath works as Senior Consultant psychiatrist at the Royal North Shore Hospital, Sydney. He also provides expert consultancy service to ACT Health.

He has experience in teaching medical students and trainee psychiatrists at Cambridge University, Australian National University and University of Sydney.


Dr Jayalath is available for after hours services for urgent patients on Tuesday 1.00 pm-8.30 pm and on Thursday 6.00 pm-9.00pm in addition to full Saturdays.

 Dr Owen Samuels

MBBCh, FRANZCP, MRC Psych, P.G. Dip. Law (cum laude)

Consultant Psychiatrist

Dr Samuels has trained in both General and Forensic Psychiatry in Australia and the United Kingdom. He holds a postgraduate diploma in law and has lectured in psychiatry for Australian National University.

Dr Samuels is a Fellow of the Royal Australian and New Zealand College of Psychiatrists and is also accredited by the college as a Forensic Psychiatrist.

“My special interests are in mood, anxiety, psychotic disorders and personality disorders. I have also trained in Cognitive Behavioural Therapy and Psychodynamic Psychotherapy. I am committed to delivering the best quality, evidence-based patient care and work with patients to deliver a patient-centred approach to their care and treatment”

He works as a Senior Staff Specialist and Clinical Director for the Northern Sydney Local Health District, providing clinical leadership to services at Royal North Shore, Ryde, Manly and Hornsby Hospitals.

Dr Samuels also has a special interest in medicolegal assessments and has provided psychiatry reports to every level of court in Australia and the United Kingdom.

He lectures to psychiatrists in areas of general and forensic psychiatry, both nationally and internationally and has been awarded six prestigious Clinical Excellence awards in the United Kingdom. He has also been invited to a reception at Buckingham Palace hosted by the Queen in recognition of his work in the United Kingdom.

 Dr Gopi Ilawla


Consultant Psychiatrist

Dr Ilawala is a consultant psychiatrist specialized in the diagnosis and treatment of mental disorders in adults (General Adult Psychiatry). Dr Ilawala has obtained more than 12 years of medical experience, as well as training in reputable centres both the UK and Australia.

“My special interest in the area of mood disorders, including depression and bipolar disorder, as well as psychotic and anxiety disorders, particularly when these conditions are manifested in the context of dual diagnosis – comorbidity with drug and alcohol use disorders””

Dr Ilawala provides comprehensive psychiatric care both in the inpatient and outpatient settings. He also works as a visiting medical officer at St John of God Hospital in North Richmond as well as at Campbelltown Hospital. Dr Ilawala is fluent in Telugu, Hindi and English.

 Mr. Robert Craig

MA, Dip Ed, MAPS

Registered Psychologist

Mr Craig is a consultant psychologist with over 25 years of experience. He has worked in private practices in the Hills area since 1990.

“I qualified for my Master’s degree in 1984 and since then, I have continued to train extensively in areas of study including solution focussed family therapy, cognitive behavioural therapy, eye movement desensitisation, narrative therapy and integrative and biomedical approaches to therapy.”

Mr Craig has extensive experience with school children and adults and is accredited by NSW work cover as a Whole Person Impairment (WPI) assessor.

 Mr Gabriel Wong

MEd, MPsych (Coun),  MACE, MAPS, MCCLINP

Clinical Psychologist (Mr Wong speaks  Mandarin and Cantonese)

Mr Wong is a Registered Clinical Psychologist. He graduated from Monash University and obtained a Master’s degree in Psychology.

“I am passionate about Psychology and have a variety of training and experience in Solution focused therapy, CBT, Mindfulness Skills, EMDR, Schema Therapy, and Hypnosis.

I have experience working with families, children, adolescents, adults, and elderly people.”

Mr Wong has experience and training in Special Education, and has expertise in assessing and working with children and adults with Autism Spectrum Disorder, ADHD, anger management, dealing with bullying and relationship issues, and assessing and treating depression, Bipolar Disorder, anxiety, PTSD, and trauma.

 Dr Ming Lo Sze 

BSc Psychology, M Psychology (Clinical), PhD Psychology Uni Syd.

Clinical Psychologist (Dr Ming speaks Cantonese and Mandarin)

Dr Ming is a clinical psychologist with 15 years of post-training experience working with children, adolescents, and adults. She has undertaken psychology training in UK and Australia, completing an undergraduate degree in Psychology, a Masters in Clinical Psychology, and a Ph.D.

“I specialise in the assessment and treatment of a wide range of psychiatric, emotional, and behavioural difficulties experienced by adolescents and adults. My clinical experience working with children with special needs (e.g. ADHD, autism spectrum disorder, and developmental delays) has allowed me foster a deep understanding of the challenges faced by these children and their families.”

Ming has had multicultural experiences through studying and working in different countries. This allows her to maintain an openness, creativity, and flexibility to tailor treatment to meet her patient’s needs. She is skilled in Cognitive Behaviour Therapy (CBT), Eye Movement Desensitisation and Reprocessing (EMDR), Motivational Interviewing, Positive Psychotherapy, Interpersonal Therapy (IPT), Emotion-Focused Therapy, Clinical Hypnotherapy and Critical Incident Stress Management. She has special interest and specialty in sleeping problems, Post-Traumatic stress condition, and also cancer adjustment issues.

Ming has always been very passionate about implementing research findings into clinical practice. She has research interests in psycho-oncology and immigrant mental health. In the past 10 years, she worked with PoCoG, University of Sydney and assisted with several state-wise, multi-center research studies. She has published her research findings on national and international conferences and co-authored several papers in international journals.

Ming sees adolescents and adults at our Carlingford clinic and speaks fluent Cantonese and Mandarin.

 Suki Scade

(PostGrad-Dip Psych) BA Hons, MAPS

Registered Psychologist

Mrs Scade is a collaboratively focussed Psychologist with a passion for, and experience in working with children, adolescents and adults in educational, clinical and forensic settings.

“I have experience counselling children, adolescents and adults with a range of mental health issues, behaviour intervention, conducting psychological, psychometric, mental health and academic assessments. I often work with clients who experience generalised and social anxiety, severe behavioural issues, depression, self-harm, performance and academic anxiety and family based problems”

Mrs Scade is a flexible, engaged and committed Psychologist and always places the client’s wellbeing and improvement of their quality of life as a key focus of any intervention. Her experience as a School Psychologist allows for a profound understanding of the difficulties that face children and young people with learning difficulties and disorders and the related mental health issues that are associated with these, within the school environment. Suki is skilled at Cognitive Behavioural Therapy (CBT), Dialectical Behavioural Therapy (DBT), Acceptance and Commitment Therapy (ACT) and Motivational Interviewing. This range of therapies allows for a flexible approach depending on the individual’s presenting needs

 Ms Dipali Pitale

B Sc Occupational Therapy

Occupational Therapist (Ms Pitale speaks Hindi)

Ms Dipali Pitale has a Bachelor of Science in Occupational Therapy degree from the University of Mumbai, India.

Ms Pitale is a registered Occupational Therapist and a member of Occupational Therapy Australia. She has been working in Sydney for the last 12 years mostly in the public hospital sector.

I have passion and interest in providing Occupational Therapy interventions and functional skills-based training to adults and elderly individuals presenting with mental health issues. 

I do functional assessments including Activities of daily Living (self-care and personal hygiene), Instrumental Activities of Daily Living (e.g. Travel, Money Management, Shopping etc), Vocational assessment and liaising with appropriate service providers like Disability Employment Service.

She believes  in a client–centred approach and places client’s goals and improving quality and enjoyment of life by identifying and meeting appropriate behaviour and skills as a key focus to any intervention.
